South Africa’s Department of Electricity and Energy, alongside National Treasury, has reaffirmed support for the national Independent Transmission Projects programme while initiating its subsequent procurement stage. The move confirms that the state intends to rely heavily on private capital and independent developers to finance, construct, and maintain major transmission lines and high-voltage substations across the country.

The national electricity grid faces severe transmission constraints. Transmission substations built under private concessions will place a substantial premium on transformer reliability, advanced online dissolved gas monitoring, and conservative bushing insulation designs to avoid contractual availability penalties.

Furthermore, introducing private capital into bulk infrastructure will dramatically increase demand for high-voltage autotransformers, shunt reactors, and gas-insulated switchgear. Lead times for large power transformers are already stretched across global manufacturing centres, and coordinated project procurement will test regional balance-of-plant supply chains. Developers will need to secure production slots early and establish robust factory testing regimes to prevent commissioning delays.

What this means for asset owners in Africa: Substation operators and independent developers in South Africa face prolonged lead times for high-voltage power transformers and gas-insulated switchgear as competitive procurement phases launch. Asset managers must secure manufacturing queue reservations several years ahead of scheduled site civil works, incorporate strict factory acceptance witness procedures, and establish strategic spares pools for critical transformer bushings and tap-changers to hedge against connection delays and availability penalties.
