The national energy regulator in Croatia has opened a consultation regarding an extensive network development strategy submitted by distribution system operator HEP ODS. The proposed framework commits EUR 2 billion towards modernising distribution networks over the coming decade. The capital expenditure seeks to resolve persistent capacity constraints, integrate distributed renewable generators, and modernise ageing equipment across regional substations.

Substation operators and network planners face mounting pressures from rapid electrification and the proliferation of solar installations connected at medium-voltage levels.
