Dalekovod wins €19.9 million contract for Tirana underground substation

Dalekovod secures a €19.88 million contract from OSHEE to build an underground high-voltage substation in Tirana to bolster urban grid reliability.

Albanian distribution system operator OSHEE has awarded an engineering and construction contract valued at €19.88 million (also reported at €19.9 million) to Croatian contractor Dalekovod, working alongside domestic partners, to build a new underground high-voltage substation in Tirana. The scheme addresses growing urban demand in the capital, where surface land constraints and increasing load density require compact, subterranean grid infrastructure.

Developing underground substations in densely populated urban centres poses distinct engineering challenges compared to conventional surface-level installations. Enclosed subterranean facilities require compact switchgear, specialised transformer fire suppression, dedicated ventilation and oil-containment systems designed for confined basements. For distribution operators across Southeastern Europe, rapid municipal growth and the electrification of heating and transport are straining legacy distribution corridors. Constructing underground high-voltage nodes allows utilities to inject power directly into dense urban cores, reducing distribution line losses and relieving overloaded peripheral substations without claiming expensive city-centre real estate.

However, underground substations dramatically alter operational and asset management regimes. Transformers sited below ground level cannot easily be replaced or inspected using standard mobile cranes. Thermal dissipation becomes critical, requiring forced ventilation or water-cooling schemes that introduce additional auxiliary points of failure. Transformer failures in enclosed spaces carry elevated consequences for structural integrity, smoke propagation and emergency evacuation, demanding rigorous condition monitoring and early fault detection.

What this means for asset owners in the Balkans and the Black Sea region: Grid operators in Albania and neighbouring markets must adapt substation maintenance and procurement windows to account for the physical constraints of underground civil works. Component replacement lead times for subterranean switchgear and tailor-made compact transformers require holding critical spares or establishing pre-agreed rapid-response contingencies, as unforeseen outages in compact urban nodes risk severe disruption across metropolitan distribution networks.
