Transelectrica plans €2.25 billion grid investment to 2035

Transelectrica has unveiled a €2.25 billion capital plan for 2026 to 2035, targeting 117 projects to reinforce the 400-kV grid and regional interconnectors.

Romanian transmission operator Transelectrica has detailed a ten-year capital strategy committing more than €2.25 billion between 2026 and 2035. The plan targets grid reinforcement to support cross-border power flows and renewable generation additions, positioning the country as a major power corridor in South Eastern Europe.

The framework comprises 117 individual projects, including 25 greenfield assets. Key technical priorities centre on closing the domestic 400-kV transmission ring and building cross-border interconnectors. Roughly €440 million, representing close to 19% of total expenditure, is directed to specific priority developments. Closing the 400-kV loop is critical for system stability, as it mitigates bottlenecks between generation-heavy eastern regions and western demand centres, while facilitating high-volume power transfers with neighbouring networks.

For engineering teams and substation asset managers, such extensive expansion transforms both operating topologies and procurement dynamics. Integrating massive renewable capacity requires substantial switchgear renewals, busbar reconfigurations, and large power transformer additions. When high-voltage lines are commissioned into a looped 400-kV ring, fault levels across existing substations will rise, potentially exceeding short-circuit ratings on older circuit breakers and instrument transformers. Engineering departments must re-evaluate protection coordination, tap-changer operational envelopes, and dynamic reactive support needs to manage variable renewable infeeds.

Furthermore, capital expenditure on this scale across 117 schemes will intensify competition for regional high-voltage engineering, procurement, and construction capacity. Delivery schedules across the region will feel the pinch of extended lead times for extra-high-voltage autotransformers and gas-insulated switchgear.

What this means for asset owners in the Balkans and the Black Sea region: Asset managers in Romania and connected markets face acute procurement pressure as Transelectrica rolls out schemes between 2026 and 2035. Substation operators must secure early procurement windows and anticipate multi-year manufacturing lead times for extra-high-voltage autotransformers and switchgear, while coordinating planned maintenance to mitigate outage risks during 400-kV grid tie-ins.
