TEİAŞ imposes tender exclusion on Kontrolmatik and subsidiaries

TEİAŞ excludes Kontrolmatik from transmission tenders over unfulfilled commitments, impacting substation engineering and grid project delivery across Türkiye.

The exclusion of Kontrolmatik and its associated entities from public procurement by the national transmission system operator marks a severe intervention in the domestic electrical engineering sector. TEİAŞ enforced the measure following defaults on contractual undertakings related to an earlier transmission development. Because transmission system operators depend heavily on specialised engineering, procurement and construction partners to deliver substation builds, protection automation, and network integration schemes, debarring an established contractor removes significant capacity from ongoing and upcoming transmission capital works.

For high-voltage grid infrastructure, such exclusions disrupt more than isolated contracts. Bidding pools for turnkey substation packages are inherently limited by strict technical prequalification criteria. Removing an active contractor contracts the competitive field, placing additional burdens on the remaining qualified engineering firms. This dynamic typically leads to higher tender pricing and extended project award durations. Joint ventures or consortiums that incorporated the banned entity for technical qualifications must restructure their bids, frequently resulting in tender cancellations or formal re-solicitations.

Furthermore, capital delivery schedules suffer when projects stall due to contractual default. Replacing a default contractor requires technical audits, equipment inventory reconciliation, and lengthy administrative procedures before a fresh procurement cycle can launch. Substation equipment that has been specified or partially procured may sit uncommissioned, deteriorating on site or requiring preservation measures while replacement contractors are selected.

What this means for asset owners in Türkiye: The administrative exclusion in Türkiye risks compounding transmission delivery lead times and creating procurement backlogs for developers awaiting collector substations or grid reinforcement. Asset owners must review their supply chains to identify secondary exposure to excluded contractors, prepare for longer tender evaluation cycles on high-voltage works, and account for potential retendering delays when planning generation connection dates or maintenance outages.
