Portugal Enforces Grid-Forming Rules for Large Battery Storage
Portugal mandates grid-forming capabilities for battery storage assets at 45 MW or 110 kV, altering substation design and relay protection requirements.

Transmission system operators across Europe are confronting reduced system inertia as synchronous conventional generation retires. In response, Portugal has introduced mandatory grid-forming rules for utility-scale battery energy storage systems. Under the updated grid framework, energy storage installations reaching a capacity threshold of 45 MW or operating at high-voltage transmission levels such as 110 kV must provide synthetic inertia and voltage source behavior to support grid stability.
For substation engineers and asset owners, grid-forming functionality changes the fundamental operational profile of collector substations and associated power transformers. Traditional grid-following inverters rely on a stable voltage waveform supplied by the surrounding grid. In contrast, grid-forming inverters establish the voltage vector and frequency independently. This transition alters fault current contributions, harmonic profiles, and dynamic voltage control characteristics at the point of common coupling. Consequently, switchgear ratings, protection relay settings, and power transformer thermal stress models must be re-evaluated during the front-end engineering design phase.
Designing collector substations for grid-forming battery plants requires closer scrutiny of step-up transformers and primary switchgear. Fast frequency response and instantaneous voltage injection can subject transformer windings to rapid electrical stresses and transient overvoltages. Substation protection engineers must adjust directional overcurrent and differential relays to accommodate bidirectionally controlled synthetic fault currents, ensuring selective tripping during localized network disturbances without tripping healthy storage assets unnecessarily.
What this means for asset owners in Europe: In Portugal, asset developers and substation operators managing battery projects at 45 MW or connected at 110 kV must update their technical specifications for collector transformers, harmonic filters, and protection relays prior to seeking grid interconnection approval. Failure to account for grid-forming dynamic requirements during substation design risks prolonged commissioning delays, uncoordinated protection trips during transient grid disturbances, and potential compliance failure during mandatory grid code verification trials.
