Uganda warns of power tariff rises as demand overwhelms distribution substations

Uganda considers power tariff increases as overloaded substations and ageing distribution equipment lead to frequent blackouts across expanding networks.

Demand growth across distribution networks is testing the operational limits of legacy infrastructure, exposing distribution substations and downstream apparatus to persistent thermal stress. In Uganda, government officials have warned that end-user tariffs may need to increase to address severe capital shortfalls as electricity distribution infrastructure struggles under mounting load. Substations operating beyond design ratings and deteriorated feeder equipment have triggered recurring supply interruptions, creating friction between rapid industrial expansion and system resilience.

The technical challenge centres on substation capacity constraints. When distribution transformers operate under continuous overload, internal operating temperatures escalate, accelerating the thermal degradation of solid paper insulation and dielectric fluid. Without adequate capital expenditure to reinforce secondary substations and reconductor saturated feeders, local utilities face accelerated asset ageing and elevated failure rates. Unplanned tripping of primary breakers to prevent catastrophic equipment damage results in unmanaged load shedding, depressing power quality for industrial consumers and undermining grid reliability.

To stabilise network operations, network operators must balance tariff restructuring with urgent grid reinforcement. Raising retail tariffs provides the capital required for substation expansion, asset replacement programmes, and distribution automation. However, higher power costs squeeze energy-intensive operations, including processing facilities and commercial sites, while grid reinforcement programmes often encounter lengthy procurement and installation cycles. During the interim, network managers must deploy aggressive condition monitoring, redistribute feeder loads where alternative paths exist, and enforce strict load-limiting protocols to avoid widespread equipment burnout.

What this means for asset owners in Africa: In Uganda, industrial operators and distribution asset owners face severe outage risk from chronic substation overloading. Facilities must prepare for unplanned supply interruptions by auditing backup power systems, scheduling preventative maintenance during off-peak windows, and securing long-lead spares for critical transformers and switchgear.
